The opening ceremony of the 19th Asian Games Hangzhou took place on the evening of Sept 23. Dazzling lights once again made Hangzhou the focus of the world's attention. Behind this grand event, POWERCHINA undertook the operational design tasks for the Hangzhou Asian Games opening ceremony and developed a three-dimensional simulation and intelligent command and dispatch system, ensuring the successful execution of the opening ceremony.

Operational design is a "standard configuration" for large international sporting events and major activities, representing a new approach widely adopted internationally for the management of sporting events or activities. The planning, design, and arrangement of people, traffic, space, and materials in the audience area are all the responsibility of the operation design team.

POWERCHINA developed its operational design plan based on the conditions of the venue's architecture, site, and facilities. The plan involved the rational planning, design, and arrangement of the space, human and vehicular flow, temporary facilities, furniture, and materials required for the opening ceremony, aiming to seek optimal solutions considering costs, demands, facilities, and resources.

Wu Dengguo, manager of the opening ceremony operational design project, explained that the opening ceremony performance plan underwent three years of refinement, with nearly a hundred revisions to the plan. The operational design plan was concurrently modified to ensure comprehensive coordination and to meet requirements as much as possible.

Traditionally, the effectiveness of an operational design plan is often tested through full-element rehearsals. In the operational design plan of this Asian Games opening ceremony, POWERCHINA adopted a new approach – three-dimensional simulation technology.

A three-dimensional simulation involves presenting elements such as personnel, vehicles, space, and materials in three-dimensional form. It conducts comprehensive simulations and modeling of every element at each point in time during the event, bringing the operation design plan to life. This helps identify potential conflicts in terms of time and space, providing a basis for optimizing and refining the plan in advance. This approach is cheaper than actual rehearsals and aligns perfectly with the concept of a smart Asian Games.

"Three-dimensional simulation technology makes the operational design of the opening ceremony more precise and efficient," said Wu. "For example, if there is a need to add a new temporary pathway, the three-dimensional simulation system can quickly determine whether it conflicts with the dozens of existing pathways in terms of time and space."

In addition, the intelligent command and dispatch system developed by POWERCHINA serves as the "command center" during the opening ceremony.

"It is a comprehensive coordination platform that displays a variety of information, such as security checks, ticket checks, monitoring and more, all on one map. All relevant parties are synchronized online, and decision-makers can use the platform to mobilize resources from various parties in a timely and accurate manner. There is no longer a need, as in the past, to command by looking at several camera feeds and making phone calls," explained Wu Dengguo.
