POWERCHINA in the Asia Pacific

POWERCHINA Asia Pacific, headquartered in Kuala Lumpur, Malaysia, is responsible for the project contracting and investment business on behalf of POWERCHINA Group in 31 countries and regions in Southeast Asia, East Asia, and the Oceania region. ASEAN countries, South Pacific island countries, and Hong Kong SAR, China are the main sources of the operating performance of POWERCHINA Asia Pacific.

POWERCHINA's operations in the Asia-Pacific region began in the 1990s. At the time, with the support of the Chinese government, some subsidiaries of POWERCHINA undertook a number of projects in Southeast Asian countries, with typical projects such as Punglung Hydropower Project in Myanmar and the Jatiluhur Dam in Indonesia. Since 2004, POWERCHINA has established the international priority development strategy. Laos, Malaysia, Cambodia, Vietnam, and other Southeast Asian countries are the first international markets that POWERCHINA has been to after starting its international operation. After nearly 20 years of growth, POWERCHINA has become a significant force active in the Asia-Pacific construction market. The company has successively completed more than 200 large and medium-sized engineering contracting projects in the Asia-Pacific region, covering hydro power stations, thermal power stations, photo-voltaic power stations, wind power stations, railways, roads, bridges, ports, housing construction, and other fields, with a total contract value of more than 20 billion USD.

In recent years, POWERCHINA Asia Pacific has closely focused on deepening and optimizing the international business priority development strategy. Combined with the market characteristics of the Asia-Pacific region, and adopted an innovative business expansion model, the company actively and steadily explored the development of the Asia-Pacific region market and has made gratifying results. In 2021, POWERCHINA signed a total of 6.8 billion USD in the Asia-Pacific region. As of May 31, 2022, the company has 147 projects under construction in the Asia-Pacific region, with a contract value of about 17.4 billion USD.


POWERCHINA in Indonesia

POWERCHINA won the bid for the Remedial Work on Jatiluhur Dam in Indonesia in June 1995, thus entering the Indonesian market and setting up a representative office. In 2020, POWERCHINA Indonesia company (PT POWERCHINA Indonesia) was registered. In the past 20 years, POWERCHINA has taken water conservancy and power projects as its core business in the Indonesian market and has gradually expanded to the railway, housing construction, sand and stone aggregate, concrete supply, and other fields. At present, it has formed the integrated development capacity of planning, design, construction, investment, and operation.

POWERCHINA's high-quality performance in Indonesia has been unanimously recognized by the Indonesia State Electricity Company (PT PLN (PERSERO) and the Ministry of Public Works and Housing, and it has been awarded the Annual Excellent Performance by PLN twice.

By the end of 2021, POWERCHINA had 29 subsidiary companies operating in Indonesia and has undertaken 33 projects, 19 of which have been completed and 14 are under construction, with a total contract value of more than 4 billion USD and 5 direct investment projects with an investment of 950 million USD. The landmark projects include Jakarta-Bandung High-Speed Railway Project, Batang Toru Hydropower Station, Jatigede Dam Project, Cirata Floating Solar Project, Bengkulu Coal-Fired Power Plant, Sulut-3 Coal-Fired Power Plant and etc. Batang Toru Hydropower Station is the largest hydropower project under construction in Indonesia. Jatigede Dam Project is one of the key economic and trade cooperation projects between China and Indonesia. Cirata Photovoltaic Project is the first floating photovoltaic in Indonesia, and also the largest one in Southeast Asia.


POWERCHINA in Vietnam

POWERCHINA entered the Vietnam market in 2000 and set up the Vietnam Representative Office in 2004. POWERCHINA (Vietnam) Co., Ltd., registered in June 2019, is fully responsible for POWERCHINA's business development in Vietnam, including marketing and project performance. With Vietnam's good economic development momentum in recent years, and the improving bilateral relations between China and Vietnam, POWERCHINA's operation in Vietnam has also entered a fast track. Since 2018, POWERCHINA has signed and executed more than 6 billion USD valued projects in Vietnam, among which new energy projects such as photovoltaic and wind power have continued to maintain the first place in the market share. At the same time, POWERCHINA Vietnam has practiced the Group's localized and materialized development strategy and achieved significant results in operation and maintenance, equipment manufacturing, engineering construction, investment and development, and other fields, and the localized team has begun to take shape.


POWERCHINA in Thailand

POWERCHINA entered the Thailand market in 1999 and set up a representative office in 2001. Sinohydro (Thailand) Co., Ltd. was registered in August 2008. In the course of 18 years of development, POWERCHINA Thailand is committed to the localized operation and has established seven business segments based on the "Double Engines and Five Cores", with the "Double Engines" (power grid, rail transit) driving the "Five Cores" (new energy, municipal engineering, industrial and civil construction, environmental engineering, water resources management) for overall development.

At present, the company's main government clients are including the State Railway Administration (SRT), Mass Rapid Transit Authority (MRTA), Electricity Generating Authority of Thailand (EGAT), Provincial Electricity Authority, Bangkok Metropolitan Administration (BMA), Royal Irrigation Department (RID) and etc. With the goal of being "Thailand's first-class contractor with the diversified operation and high-quality development", we focus on the establishment of a standardized and efficient localized marketing platform, to maintain an excellent brand image and performance reputation. As of May 2022, 95 projects were signed in the Thailand market with about 2.99 billion USD, 61 projects completed with 1.58 billion USD, and 34 projects under construction with 1.41 billion USD.


POWERCHINA in Laos

POWERCHINA has been in Laos for 26 years since 1996 and has become one of the most influential engineering contractors and power investors. POWERCHINA has undertaken investment and construction for the Nam Ou River Cascade Power Stations, China-Laos Railway and other major projects with international influence, and has cultivated a batch of excellent engineering talents for Laos and made great contributions to the development of the local economy and people's livelihood.

By the end of 2021, POWERCHINA had completed more than 130 projects in Laos, with a total contract value of 4.38 billion USD and 24 projects under construction, with a total contract value of us 3.08 billion USD. In the energy and mining sector, POWERCHINA has invested in eight hydropower stations and one cement plant, with a total installed capacity of 1,400 MW and a total investment of more than 3 billion USD.


POWERCHINA in Malaysia

Sinohydro Corporation (Malaysia) Sdn. Bhd., a wholly-owned subsidiary of POWERCHINA International Group Ltd., was registered in Kuching, Malaysia, in March 1998, with a registered capital of 50 million RM (Ringgit Malaysia). The company's business scope mainly includes power, energy, power grid, transportation, housing construction, municipal infrastructure, sewage treatment and etc. Headquartered in Kuala Lumpur, with a branch office in Kuching, the company operates in Peninsular Malaysia, Sabah, Sarawak and Brunei. Through more than 20 years of deep cultivation, more than 80 projects have been signed-in Malaysia. Projects completed by POWERCHINA are valued at approximately 5 billion USD in total, including Bakun Hydropower Plant, Hulu Terengganu Hydropower Plant, and Tanjung Kidurong Combined Cycle Power Plant, Silangau to Mukah Transmission Line, Rawang Elevated Highway Bypass, Xiamen University Malaysia Campus, Sabah International Convention Center and etc.

Considering Malaysia's good business environment and superior geographical location, and relying on Malaysia's good economic and trade cooperation with China, POWERCHINA Asia Pacific was established in Kuala Lumpur in March 2016. Adhering to the territorial business philosophy of Sinohydro Corporation (Malaysia) Co., Ltd., POWERCHINA Asia Pacific is fully responsible for leading the subsidiary companies of POWERCHINA Group for market development and project performance in 31 countries and regions.


POWERCHINA in Cambodia

POWERCHINA entered the Cambodia market in 2006, registered a branch office of Sinohydro Corporation Limited in December 2007, and POWERCHINA (Cambodia) Co., Ltd was registered in December 2020. POWERCHINA Cambodia has 1,583 employees, including 783 local employees, and more than 300 sets of large construction machinery such as excavators and dump trucks, laboratory, and concrete mixing facilities. POWERCHINA Cambodia holds the highest construction qualification by the Ministry of Land Management, Urban Planning and Construction (MLMUPC) and the Ministry of Economy and Finance (MEF).

POWERCHINA has undertaken a number of large-scale hydropower projects in Cambodia and has successfully developed and implemented a number of irrigation projects financed by preferential loans from the Chinese government. These projects effectively alleviate Cambodia's national power supply tension, greatly improve the level of local water resources utilization and agricultural planting, and have played an important role in reducing flood disasters, increasing local employment, and promoting local economic development and bilateral trade. With these achievements in project performance, a good corporate brand image of POWERCHINA in Cambodia has been established. By December 2021, POWERCHINA Cambodia has signed 120 projects (contracts) in Cambodia, with a total contract value of more than 5 billion USD, including 1 direct investment project with an investment of 346 million USD. The total installed capacity of the company involved in the power construction in Cambodia reached 846MW, accounting for more than 30% of the national installed power capacity. Projects completed by POWERCHINA are including Sihanoukville 2x50MW Coal-Fired Power Plant, Kamchay Hydropower Station, Stung Atay Hydroelectric Power Project, Lower Stung Russei Chrum Hydropower Station, Sesan 2 Hydropower Station, Hunsen Cross-Sea Bridge, North Railway Reconstruction Project and etc., which has made outstanding contributions to promote local social and economic development and improve people's livelihood.

Some landmark projects currently under construction in Cambodia are including Sihanoukville 2x350MW Coal-Fired Power Plant Project, Stung Pursat 80MW Hydropower Station, Phnom Penh City Center Complex Project, the Chief Tower Building, Phnom Penh New International Airport and etc. The Kamchay BOT Hydropower Station, invested and developed by the company in Cambodia, is the first hydropower project invested overseas by a Chinese company. The project has been completed and put into operation in December 2011 and has been running well ever since.


POWERCHINA in the Philippines

A representative office of Sinohydro Corporation Limited was registered in Manila and it marks that POWERCHINA officially entered the Philippines market. From 2010 to 2012, POWERCHINA participated in the implementation of the Angat Dam Project with a contract value of US 15.6 million USD. Through the unremitting efforts of POWERCHINA, the project is of high quality and is completed ahead of schedule, laying a good reputation in the Philippines water business market and opening a window of opportunity in the Philippines. According to the POWERCHINA Group's international business integration and "Three Steps" development strategy, POWERCHINA conducted further integration of resources in the Philippines in 2017 and registered POWERCHINA Philippines Office (to replace Sinohydro Philippines Office). POWERCHINA has realized a concentrated office to accommodate 14 subsidiary companies in the Philippines and opened a new page in the development of the company, which has greatly enhanced the group's brand image in the local community and widely praised by the local government departments, Chinese Embassy and people in all walks of life. In order to enhance its competitiveness and meet the local legal requirements, the company set up POWERCHINA (Philippines) Co., Ltd. in 2018 and established POWERCHINA Philippines Branch in 2021, which has greatly enhanced the company's comprehensive strength in the Philippines.

By the end of June 2022, POWERCHINA Philippines had signed more than 3 billion USD. Major projects under construction and completed include GNPK 4x150MW Coal-Fired Power Plant Project, GNPD 2x660MW Coal-Fired Power Plant Project, the Wawa Dam Project, and South Island Flood Control Project, San Marino 283MW PV Project and etc. In addition, POWERCHINA also participates in G2G cooperation projects between China and the Philippines as the main contractor recommended by the Chinese government and focuses on the energy, water, railway and other fields.


POWERCHINA in Singapore

In 2011, approved by the Ministry of Commerce, POWERCHINA entered the Singapore market, and in November of the same year registered Singapore Branch Company of Sinoydro Corporation Limited. Under the strict requirement of high standards for construction qualification, POWERCHINA has been awarded Civil Engineering A1 Qualification (the highest qualification) by Land Transport Authority and Public Utilities Board (PUB).

Singapore's construction market is mainly dominated by bidding projects. Facing fierce competition, POWERCHINA Singapore won the T217 Line Subway Project in 2013 and T227 Line Subway Project in 2014 respectively, with a total contract value of 500 million USD. POWERCHINA has formed a joint venture with Semcorp for the implementation of the T227 Line, not only creating a major breakthrough in cooperation with large enterprises in Singapore, and also has a positive role in promoting the localization process for the company is familiar with the local market standards and operation mode. POWERCHINA Singapore always upholds "the performance is the best way of marketing" concept and put the high-quality performance as the first priority of the company's development, which has been praised by the clients. From 2014 to 2022, POWERCHINA Singapore has signed 9355 Subway Depot Roof Photovoltaic Project, Sewage Treatment Plant C3C Project, Cross-Island Line CR10715 and etc., with a total contract value of 1.37 billion SGD (Singapore Dollars), and has successfully completed 14 projects.


POWERCHINA in Myanmar

Myanmar is one of the earliest countries for the "Going Out" of POWERCHINA, and also one of the most important international markets for the Group's overseas business. Since its entry into the Myanmar market in the 1990s, POWERCHINA Myanmar Representative Office and 18 subsidiaries of POWERCHINA Group have conducted business in Myanmar, by actively participating in the power and infrastructure market, making the national power grid planning and water resources utilization planning, and providing high-end technical consulting services to the government.

POWERCHINA has participated in Thapanzeik Hydropower Station, Monechaung Hydropower Station, Songpu Hydropower Station, Kapaung Hydropower Station, Paung Laung Hydropower Station, Shweli-I Hydropower Station, Dapein Hydropower Station, Yeywa Hydropower Station, Upper Yeywa Hydropower Station, Mongwa Hydropower Station, Thaketa Gas Power Plant Project, Kyaukse Gas Power Plant Project, Meikhtila-Taungoo 500KV Power Transmission and Transformation Line Project, Kanthayar Centre Project, Myanmar Optical Fiber Communication Project, Yangon Circular Railway and etc. By the end of 2021, POWERCHINA had completed 34 projects in Myanmar with a total contract value of about 1.5 billion USD, making an important contribution to the power construction and urban infrastructure development in Myanmar.

 

POWERCHINA in Papua New Guinea

POWERCHINA entered the Papua New Guinea market in 2014, and registered Sinohydro PNG Branch and POWERCHINA (PNG) Co., Ltd. POWERCHINA actively developed its main business in PNG by virtue of the company's specialty in the water and electricity field. In 2015, POWERCHINA formed a joint venture with Shenzhen Energy Corporation and won the bid for Ramu 2 180MW Hydropower Station Project, which will be the largest hydropower station in PNG after completion. The company is also involved in many fields, including airports, water supply and forestry projects. In 2018, POWERCHINA was awarded the contract for the construction of the Runway Extension and Associated Works at Gurney Airport and Aircraft Pavement Strengthening, New Terminal Building, and Associated Works at Mendi Airport, with a total contract amount of 17 million USD. Gurney Airport has been completed in 2020, and was praised by PNG National Airport Authority as "the earliest delivery time and the highest quality project". In 2021, POWERCHINA has signed the Bulolo Water Supply Project of 7 million USD, and the Fatako Forest Area Development Project of 750 million USD.

 

POWERCHINA in Hong Kong

Sinohydro Corporation Limited, Hong Kong Branch was registered in the Hong Kong Special Administrative Region (SAR) in 2019. Its main business is infrastructure, energy&power, road&canal property, site leveling, water affairs, construction, seaport, and other related businesses. In April 2019, POWERCHINA successfully won the bid for the 3rd Runway Contract of Hong Kong International Airport, with a contract value of 900 million USD. Subsequently, in 2021 and 2022, POWERCHINA has awarded the Boardwalk Underneath Island Eastern Corridor Project and Three Runway System Project Contract 3913 Asphalt Batching Facility License Agreement. These projects have expanded the influence of POWERCHINA in Hong Kong and surrounding regional markets and played a positive role in enhancing the brand image of POWERCHINA.

The Hong Kong International Airport Project contracted by POWERCHINA has been awarded the Green Environmental Protection Certification issued by the Hong Kong SAR Government and Site Safety Award for the 4th Quarter of 2019 by the Hong Kong Airport Authority and has been praised by the Owner of the Project and other relevant parties for many times. In September 2021, the Hong Kong Airport Authority held the completion ceremony for the 3rd Runway Project, and Chief Executive of Hong Kong SAR Madam Carrie Lam attended and praised the progress of the project. In her speech at the ceremony, Madam Lam said that the three-runway system will bring new impetus to the Hong Kong International Airport and Hong Kong's overall economy in the future.

POWERCHINA in Fiji

POWERCHINA entered Fiji in 2008 and registered Sinohydro Fiji Branch Office. Fiji is one of the most stable economic development countries among the South Pacific island countries. Although the national economic size is relatively small, the construction market strictly refers to the Australian and New Zealand standards, which is a typical country market with "small markets and high standards". Since entering the market, POWERCHINA has given full play to its professional advantages in contracting the Nadarivatu Renewable Energy Project and Wainisavulevu Dam Project, with a total contract of about 140 million USD. The project was successfully implemented and praised by the local government. In 2019, the Rewa River Water Supply Project was signed and is under construction now. The project is to construct a new water treatment plant and pipeline with 40,000 tons per day (and will be expanded to 100,000 tons per day in the future). The Prime Minister of Fiji calls it a livelihood project benefiting 300,000 Fijian people. In 2020, the company won the honor of being a Golden Card Member of the Ministry of Environmental Protection, Fiji. In 2021, POWERCHINA was awarded the Construction Contract for Namosi Hydropower Station.


POWERCHINA in Timor Leste

In November 2015, POWERCHINA won the bid for National Road No.1 Upgrading Project, Dili-Manatuto, Package A01-01 in Timor Leste, with a contract amount of 48 million USD. Thus POWERCHINA entered the Timor Leste market. In 2016, a representative office was set up in Dili, responsible for market development and project performance in Timor Leste.

As one of the main international contractors active in Timor Leste, POWERCHINA Timor Leste always remembers its corporate social responsibilities, by doing its best to provide help to the local communities and to promote the economic development of Timor Leste. The local government has issued appreciation letters to POWERCHINA many times to fully affirm the contributions made by POWERCHINA to promote the friendship between the peoples of China and Timor Leste.


Key Projects:

Hong Kong

Since POWERCHINA entered the Hong Kong market, it has won the bid for two general contracting projects. One is the 3303 contract of the Hong Kong International Airport three-runway system project — the third runway and ancillary works. The Hong Kong branch of POWERCHINA won the bid on April 8, 2019, with a contract value of HK$7.35 billion (approximately $900 million) and a contract duration of 39 months. The project started in April 2019 and will be completed in July 2022.

In terms of localization, the Hong Kong branch has completed the local ISO certification. It has been included in the list of qualified contractors of Mass Transit Railway (MTR). In addition, it has established a good cooperative relationship with a large number of local companies in Hong Kong, including Paul Y. Engineering, SFK Construction, Leighton Asia, AECOM, Aurecon, Ceek and SMEC.

Laos

1. Laos Nam Leuk Hydropower Station Project

The Nam Leuk Hydropower Station is the first international project independently undertaken by POWERCHINA. The construction was started in December 1996 and was completed on Dec 18, 1999. The Nam Leuk hydropower station is printed on the 20,000 Kip banknotes issued by the Bank Of Lao PDR.

2. Laos Nam Ou Cascade Hydropower Station Project

The Nam Ou Cascade Hydropower Station is POWERCHINA's first overseas project developed with overall river basin planning and BOT investment in the implementation of the Belt and Road Initiative. The project was developed in two phases according to "one cascade reservoir with seven power stations", with a total installed capacity of 1,280 MW and multi-year average power generation of 5 billion kWh. The concession period is 29 years. At present, all power stations have been put into operation to generate electricity.

3. Laos Nam Khan Ⅱ and Nam Khan Ⅲ Hydropower Station projects

The Nam Khan Ⅱ Hydropower Station Project has an installed capacity of 130MW, which was started in March 2011 and completed in September 2015. The Nam Khan Ⅲ hydropower station has an installed capacity of 60MW, which was started in December 2012 and completed in June 2016. It is the first EPC contracting project for a full-basin hydropower station in Laos.

4. Laos Nam Ngum Ⅲ Hydropower Station Project

The Nam Ngum Ⅲ Hydropower Station has an installed capacity of 480MW. 

It has the highest concrete face rockfill dam in Southeast Asia, which is the second-highest in the world. The maximum dam height is 210 meters and the filling volume exceeds 10 million cubic meters.

5. Laos Don Sahong Hydropower Station Project

The Don Sahong Hydropower Station is located in Champasak, Laos, on the tributary of the Mekong River at the junction with Cambodia. The hydropower station has an installed capacity of 260 MW and a single unit capacity of 65 MW, which is currently the largest single-unit tubular project in Asia.

6. Laos Nam Theun Ⅰ Hydropower Station Project

The total installed capacity of Nam Theun Ⅰ Hydropower Station is 474 MW. POWERCHINA has undertaken most of the civil construction work. During the construction of the 2.3 million cubic meters of roller compacted concrete dam, the construction team set a world record of more than 360,000 cubic meters of RCC per month.

7. Laos-China Railway Project

Laos-China Railway (the newly built railway between Boten and Vientiane) starts from Boten, a border port between China and Laos, runs through Namtha province and Luang Prabang province in northern Laos to the south, and ends at Vientiane. The whole length of the IV section and the V section constructed by POWERCHINA is 74.88km and 90.03 km, respectively. After the completion, it will significantly improve the efficiency and level of local transportation, create a large number of job opportunities for local people and boost the region's social and economic development.
